The two breeds are classified separately by the American Kennel Club (AKC) as well as the Kennel Club UK and this happened only after a vigorous campaign to establish these distinct lineages as separate breeds by some very passionate dog people. Norfolk Terriers vs Norwich Terriers: Origins

Originally the Norwich Terrier was the only breed recognized by the AKC. They were registered in 1932. Originally bred in the UK as ratters, these rough and tumble, feisty little terriers hunted rodents in packs on British farms. Nowadays they’re more often hunting for a lap to sit on, but they still have a healthy prey drive.

Norfolk Terriers have the same background but branched off when a war of the ears began (more on that shortly). Both are named after the regions that they were initially bred in. The Norfolk Terrier is from Norfolk county which is located north of London, while the Norwich Terrier is named after the town of Norwich which is located in the county of Norfolk.

The differences between breeds is best established through the distinct physical characteristics that they exhibit. The most obvious and historically contentious difference of these two breeds is the shape of their ears. This is the primary reason these breeds exist separately today.

Back in the early 20th century when breeders were first developing these pups, they couldn’t agree on which type of ear shape was best. The two varieties were those with pointed ears, which grew to become the Norwich Terrier, and those with folded ears, now referred to as the Norfolk Terrier. Beyond that major distinction, they are remarkably similar in appearance, both measuring roughly 10 inches in height and weighing around 12 pounds, with similar wiry coats.
